Residence permit conversion: what it is

The residence permit is an administrative act that authorizes citizens of third countries with respect to those of the European Union to legitimately reside in Italy.

In the cases and in the manner provided for by law, it is possible to convert the residence permit, that is to change the reasons underlying its issuance, for example from a permit for study purposes to a permit for subordinate or self-employed work.

Hypothesis of conversion

Among the main hypotheses of conversion of the residence permit we recall that:

  • the residence permit for study / training reasons can be converted into a residence permit for subordinate or self-employed work if the requirements for this type are met;
  • the residence permit for seasonal work can be converted into a residence permit for subordinate work for an indefinite period or with a contract of at least one year;
  • the permit for subordinate work, autonomous work and for family reasons can instead be converted into that for elective residence.

Residence permit for work or family reasons


The residence permit issued for subordinate or autonomous work and for family reasons can also be used for other activities allowed to the foreigner, without the need for conversion or correction of the document, for the period of validity of the same.ย Particularly:

  • the residence permit issued for subordinate work allows the exercise of self-employment, as well as the exercise of work activity as a working member of cooperatives as well as the attendance of study courses;
  • the residence permit issued for self-employment allows the exercise of subordinate work, for the period of validity of the same, upon registration in the employment lists or, if the employment relationship is in progress, upon communication of the employer to the Provincial Directorate of work as well as attendance of study courses;
  • the residence permit for family reunification allows the exercise of subordinate work and self-employment under the aforementioned conditions.

Residence permit for study purposes

The residence permit for study reasons gives the student the opportunity to carry out any work activity within the 20 hours per week (also cumulative for 52 weeks up to the maximum limit of 1,040 hours per year). For higher work performance it is necessary to convert the residence permit for study into a residence permit for work (self-employed or subordinate).

It should be noted that, if the foreigner in possession of a residence permit for study purposes, has not obtained a qualification in Italy (e.g. Degree, University Master, etc.), the conversion application is subject to the entry numbers provided by the Ministry. of the Interior with the issue of the so-called flow decrees.
In the case of conversion from a residence permit for study to a residence permit for subordinate work, the foreigner must prove that:

have obtained a university degree in Italy;

be in possession of a valid study permit.

You must also submit the following documentation:

  1. valid residence permit for study reason or receipt for renewal;
  2. degree certificate obtained in Italy;
  3. declaration from the employer certifying the will to hire, with indications relating to the contract, level, job, duration of the employment relationship and weekly working hours applied;
  4. photocopy of the employer's valid identity document;
  5. last original signed tax return of the company, accompanied by a receipt for filing with the tax office;
  6. last balance sheet filed with the company's Chamber of Commerce accompanied by the receipt for filing with the business register;
  7. company registration certificate not previous to 6 months;
  8. communication for VAT purposes sent to the tax office by February of the current year;
  9. telephone number and e-mail address of the employer;
  10. certificate attesting the suitability of housing or certificate of health and hygiene suitability of the home;
  11. self-certification of accommodation availability completed by the homeowner;
  12. copy of the lease / loan / property contract relating to the accommodation indicated in the application.
